Economic Affairs Minister Datuk Seri Azmin Ali said that the 20% oil royalty on profit to oil-producing states was still being discussed following a statement by the Kelantan Menteri Besar that the state received payment of "wang ihsan” from the Federal Government on Sept 27 and not a royalty payment as mentioned by Finance Minister Lim Guan Eng on Monday.<br /><br />He also told reporters that Petronas would be making cash payments to the finance ministry which would then channel those payments to the relevant state governments.
